Cell phones do not work everywhere; how do I complete my account?
How does one complete the Firefox registration, without a cell phone?
Since many places in the USA do not have cell coverage, there needs to be an alternative - a work-around.
Your Firefox Account is already completed when you get to the page to add a mobile device. Connecting a mobile device to the Firefox Account is optional and you can close this page. A Firefox Account doesn't require a cellphone number. I don't even think that it's possible to link one to your account, since it serves no practical purpose for the account.
To complete your account, you need to follow the activation email that is sent to you when you create an account.
The only feature that would involve a mobile device (and it's entirely optional) is two-step authentication. Even still, that doesn't require a phone number, since it uses an authentication mobile app instead.

This is either incomplete or incorrect. Despite completing the verification process my account still shows me as unverified. The verification links should be specified in text in the email as many places block verification links. I cannot use mobile apps full stop. Making that a requirement of verification would prevent (and possibly is preventing) me from using the service. The process text needs to be changed to make it clear you can complete verification without a mobile device. Edit: This was just a delay for me. Verification without a cell phone eventually completed. The text needs to be changed to make this clear to users. Some users cannot use cell phones.

Note that have been some issues reported with the Firefox Account servers, that are under investigation (it seems to be stable now).
I tried to sign up, achieved e-mail code and because I do not own or wish to own a cellphone I was not offered an alternative way to complete the enrollment process. I also was not offered anyway to contact Firefox in an expedient way - took me about 15 minutes to find anything at all. I admire Firefox's approach, usually but not this time.
I am sure some people - like me have good reasons not to have cellphones, and there is not yet a law making them mandatory.
As already stated, you don't need a cell phone (or "mobile" device) to be able to register and use Sync, so just ignore that part of the setup procedure.
But keep in mind that to use Sync properly (without a "mobile" device) you need to connect at least 2 desktop / laptop devices to be able to use Sync. It is not intended to be used to "backup" any Firefox installation; a mistake that too many users seem to make.
