There seems to be a glitch in that help article for Windows 10 users where the first section is missing. If you use the Editing Tools section on the left and change it to Windows 8 or Windows 7, you'll see the content. On Windows 10, right-click the volume icon to get to the Mixer.

Update: I submitted a proposed revision to that article for Windows 10. Still need updated screenshots at some point.
