deploy FF 3.6.23 to 7.0.1 failed via GPO

Hi, I tried to deploy the upgrade packet for Users from FF 3.6.23 to 7.0.1 via GPO. (Environment: Windows 2008 R2 Standard Domain, Client PC: Windows XP SP3)

But some PCs can upgrade some PCs can not. (Other software deploy is OK, only FF)

Is there any guys also has the problem like this? I doubt if any patch not install or reg not config? Or something else may make this happen?
