Huh, that's surprising! Are you running multiple profiles? (So a separate one could have its own site prefs and workers registered?)

I had 'default' and 'default-release' - the two profiles that come with debian. Neither of these had any notifications allowed.
I ended up purging ~/.mozilla. So far so good, none of those pesky notifications.
Maybe you could tag this as 'solved' to get it off the 'Attention needed' list :)
