How to differentiate start up behavior from new window behavior?

When Firefox starts up (no Firefox window is open) I want it to open a given set of tabs, which I managed to do through the home page settings. When I open a new window however, it opens all the same tabs again. I want a new window to open only an empty tab. New window behavior shouldn't be the same as start up behavior, and it's incredibly annoying, is there any way to change that?
