Exception site pop-ups blocked after update to 53.0.2, even though sites have permissions for pop-ups? No change when blocking completely turned off.

I successfully used Firefox with ADP Reporting (ADPR) until after I updated to 53.0.2. I have pop-up blocker turned on and all of the respective ADP sites listed as exceptions. Also, when checking the information icon in the address bar, all ADP sites show they have permissions for pop-ups. I can successfully get into the ADPR application and create a report, but once it finishes running I can no longer launch the output, regardless of file type chosen. I get a message that the browser is blocking the application from opening the report outputs and requested to change browser settings to allow pop-ups. I just updated to 53.0.3 and the output is still blocked. I have cleared cache and cookies and also rebooted my machine, and no change.

Note I was able to launch output for a day and a half after updating to 53.0.2 - it stopped working around noon the next day, though it had been fine all morning. ADP says they did not push out any changes to ADPR during the day, but it's clear that something went wrong. Is there some change in Firefox that possibly impacts the way they need to be looking to see if pop-ups are blocked for their sites? Any suggestions for how they need to go about this differently in their app so the output can be launched? Or is this a Firefox bug? For now I can use ADPR in IE [shudder!] and Chrome, but it worked best in Firefox until the update and I want to use Firefox again.
