Update 140.14 deleted my bookmarks how do I restore

And once again an update messed up Firefox, at least I hope that is all that it messed up. Update 140.14 is the recent one I am referring too. My bookmarks are gone, I can't restore my computer to a previous version either because all file history has been deleted also. Can anyone help?

I am trying to restore bookmarks in Mozilla from a stored bookmark.html file and am unable to do this.
