CCleaner changed my Downloads folder

I had FF v5.0 set up to download files to folder C:\Users\<user>\Downloads. After running CCleaner v3.08, it downloads to C:\Users\<user>\AppData\Local\Temp and deletes the downloaded files after I close FF. I have verified that the Options->General->Save file to field is set to the Downloads folder, and I have changed it to another folder as a test, but it seems to ignore this setting. I have quit FF and restarted after changing this setting, still ignores it. How do I get FF to use the Downloads folder again?

Addition: I also changed the Downloads option to "Always ask me where to save files" and it still saves to the temp folder without asking.
