This started happening yesterday, and I wondered if it was because I needed to install the latest update, so I did that first thing this morning and restarted Firefox, but it is still happening. I cannot open a new tab. I can open a new window, but that is quite inconvenient.

I have figured out what the problem apparently was. After looking at the suggestions to check out whether any Add-Ons might have been causing the issue of not being able to open any new tabs, I found that it was the Ask toolbar that was the problem. First I tried returning to the Default Theme but that didn't make any difference. I also took a look at Plug-ins but nothing jumped out at me as an obvious culprit. Next I went to the Tools menu, selected Add-Ons, and then Extensions. As soon as I disabled the Ask toolbar (Foxit PDF Creator is the name of it on my machine, but it includes Ask and a bunch of other stuff I never use) and restarted Firefox, I could add new tabs again.
