After a fresh install of Windows 7 and a fresh install of Firefox, whenever I open a window (whether starting FF for the first time, or opening a second window), the page is blank, even though the status bar says tha page has loaded. It's not until I open up a second tab, switch to that one, then switch back does it actually display the content of the first tab.
