After updating Firefox, the tab bar at the top turned blue and is hard to see. I am using High Contrast Black, but in this mode I cannot change the tab color.

I want to keep High Contrast Black enabled and restore the tab color to black, like it was before the update.

Is there any way to change or override the tab color while staying in High Contrast Black?

Yes, the issue persists in Troubleshoot Mode. The tab bar is still blue and hard to see when using High Contrast Black.

That sounds like a bug then. I would recommend reporting it on Bugzilla, Mozilla's bug tracker, so that the developers could take a look. Remember to include your OS & Firefox versions, and specify whether you installed Firefox from Microsoft Store.
