I have just upgraded to version 145 and the title bar has disappeared Even though I have the Title Bar option checked in the customize firefox panel. If I uncheck the title bar option and then check the title bar option, the title bar will appear, but when I close firefox and then restart firefox the title bar is gone.

That link correctly notes that there is a bug which prevents the title bar from always being displayed. This is a bug in 145 which only allows the title bar to be displayed during the current session.

It has not been addressed in intermediate updates 145.0.1 or 145.0.2.

Another reason why the title bar needs to be persistent is that, in some situations, especially when moving between tabs or tabbing between windows, the user will be looking at a Firefox window that is not active and which will not respond to user input such as scrolling or mouse clicks. When that happens Windows will turn the title bar gray, alerting the user to the fact that the window is inactive. When the title bar is missing that important information is missing. The title bar must be made persistent across Firefox launches - it is an important feature which has been fatally crippled in 145.

I need the Title bar because the - (reduce screen) and X icons appear only there in. Other browser have those controls available on the Menu bar or otherwise always available. Since I use Windows, I use this feature when viewing multiple windows.

P.S. I know how to get it back, depress F11 2x. But it should be persistent when the controls are set that way.

Although maximize/minimize/close icons now appear in the menu bar, that does not solve the problem which this topic addresses. It is still an unsolved problem in 146.0. I am tempted to give up on Firefox and use Microsoft Edge. At least Microsoft doesn't deliver broken products which disable a core feature of Windows windows.
