Video lag/buffer when seeking and skipping through video on all sites

I've been having trouble with seeking through video on firefox and can't seem to find a way to fix it.

Theres always a lag/buffer right after I skip through a video but this doesnt happen on other browsers like edge/chrome. I don't know how well you can tell in the video but it happens on other websites not just youtube.

I have tried disabling all my extensions and some other stuff with webm in about:config but nothing seems to work.

Also confused as to why media.benchmark.vp9 fps is 0 and version is 0

I'm on a 2023 xps 15 with i7-13700H and 4050 with 32gb ram.

Would appreciate if anyone has any advice since i've been searching everywhere for a solution and nothing has worked. The video trying to show the issue on a reddit post i made to try and get help: https://www.reddit.com/r/firefox/comments/1914bcc/help_with_video/

Yes tried in troubleshoot mode, tried refeshing firefox, and fresh install with deleting all mozilla files in %appdata%

I literally have no idea what the hell is going on at this point
