Manually Deleting History Resource Usage
If you visit a website frequently and want to wipe delete a website from your historical record, Firefox blocks on the UI thread to do this.
In my experience, depending on how often the site is visited, the single thread on a processor can be pegged for many minutes, consuming gigabytes of memory.
If this is not a bug, then it is a very poor user experience. I was only able to resume after terminating the application in Task Manager.
Version 100.0.2. Desktop. Windows 10.

I'm not sure you actually want to remove a site from history. Closing the tab is usually enough; opening something else in the tab may suffice. If not, try about:memory?verbose. There are buttons on that page for garbage collection, cycle collection and minimize memory. You may have to press the last several times to get a noticeable change.
Terry,
You're missing the point of what I'm saying.
If a program offers a feature, it should work. It shouldn't take ten gigabytes of memory to clear Facebook from my visited pages history.
I'm in the wrong place. I should be posting this as a bug report.

First the site is not responding so you couldn't remove it you could. You have to give links so others can verify what your doing.
I don't even know what you are saying.
The issue has nothing to do with a specific website.
If you're saying that Firefox is not responding, that is true. Firefox not responding as a result of the operation. The operation is trying to remove a website from my history.
Edit: I've attached some images which show me about to delete 'Facebook' from my history.
The other image shows how much memory Firefox needed to complete the operation.
I don't think I'm alone when I say that needing nearly 10GB to delete history is asking a bit much.
