If it's the Mozilla VPN, it runs at the Windows system level. Could you check: How do I turn on Mozilla VPN?. Does that match what you see?

Mozilla VPN is a separate program that intercepts your network traffic at the system level, it's not a feature of the Firefox browser. More info: https://www.mozilla.org/products/vpn/
