Hi, there isn't a way to make those changes to the built-in new tab page. Currently, you can see the settings for that page on the Preferences page, Home panel: [[Hide or display content in New Tab]]. There also are some settings you can change under the covers, but none for the background or adding a bookmarks section. There might be some new tab page replacement add-ons that would have the features you're looking for, but I haven't seen one that fits the bill.
