"History -> Clear recent history" followed by "Forget -> 24 hours" often still leaves a google cookie in the browser.

I use the above combo several times a day. Yet, after I do so, if I open up "Tools -> Privacy and Security -> Manage Data," it is not unusual to see a google cookie that is still there. That does not happen, though, if I just use "clear data." So that seems to become an extra step necessary to closing an re-opening the browser. What is it about google that its cookie fails to be removed so often?
