Your posting confuses me. "Tabs on Top" has been the default since Firefox 4.0, but Firefox did have a user option to have the Tabs at the bottom of the "toolbars" until Firefox 29 Australis came out. After that some users were using the Classic Theme Restorer extension to move the Tabs to the bottom until Firefox 57 Quantum when extensions which did major UI changes like that were no longer allowed. Since then userChrome.css 'recipes' have been needed.

The OP may be asking for the Firefox application to have a always on top feature.

This is something that is easy to do on Linux in many desktop environment/windows managers in the titlebar settings or such.

I was saying is there a way, to keep firefox at top of other application. For example if i was watching a stock report in a small window even if i opened other tab or other application that stock tab is visible on top of it.

There are tools out there which can make any arbitrary window "always on top", if you care to go that route.
