Does Firefox Sync backup the content blocking exceptions?

No, exceptions and other site preferences aren't part of Sync. Sync isn't meant as a backup, but is meant to sync data between other connected devices. You should always backup your personal data yourself.

Exceptions are stored in permissions.sqlite in the profile folder.
