That is not possible. This icon is in current Firefox releases part of the page actions (three dot menu drop-down list) and is thus positioned in the page action container.
That star (Bookmark this page) is permanently inside the URL bar; however, the small star with underline on it (Show your Bookmark) can be move on the right side of the URL bar or after the URL bar, or after the "search" bar (if you customized having a "search" bar). You can also hide the small star with underline on it by right clicking the toolbar and select "Customize" and drag down such icon and select "Done" when you are done dragging down.
Note that the "star on a tray" is the Bookmarks Menu button that shows all bookmarks is a drop-down list.
You can add the "Bookmarks Menu" button that shows the bookmarks in a drop-down list to the Navigation Toolbar via these steps:
- click the bookshelf icon on the Navigation Toolbar or alternatively use the Library menu in the "3-bar" Firefox menu button drop-down list
- click Bookmarks
- click "Bookmarking Tools", then click "Add Bookmarks Menu to Toolbar"
You can also drag the Bookmarks Menu button from the Customize palette to the Navigation Toolbar
