One particular web site keeps refreshing though I have tried all the recommended repair options such as turning off acceleration, turning off add ons, cookies.
I have a problem with a particular web site that I have previously used without problem. It keeps refreshing and stops me using the news links within the web page. I have tried deleting cookies, stopping hardware acceleration, stopping adblock java, etc. Disabled adds ons under Safe Mode. Nothing seems to work. I do not have problems with any other web site.

You will of course have done this, but just in case :
3-bar menu (or 'Tools') => Advanced => General tab => under 'Accessibility': check 'Warn you when websites try to redirect or reload the page'.
Or try this :
Type in the address bar about:config (press Enter) (promise to be careful, if asked) Type and look for the preference : accessibility.blockautorefresh and set its value to true Note : this will affect all pages.
You could consider this add-on (WebExtension) :

I have tried all those things, I had already got my blockautorefresh selected when I checked and I also downloaded the Mozilla add on too but still doesn't work. The web page is still constantly refreshing and I can't access the story links within the page.
Giving it another shot (just hope that you haven't tried this already as well) :
You could block JavaScript on that page by using either the NoScript add-on or YesScript :

Yay ! So glad that finally works !
I thought I had resolved this issue, but one of the reasons I wanted a stable web site was so I could post comments on stories and I now find that the "No Script" software I applied stops me from accessing that function, so unfortunately it was only half a solution !
Is there any way I can still have input into the stories whilst keeping the web site stable ?

I've just been looking for a solution to this new problem : haven't been able to find one ....... (so sorry !)
The best thing for you to do now is to remove the 'Chosen Solution' mark from my post (you can do that by clicking on the 'Undo' button on the right side ot that post).
That way others will see that this problem has not been solved and I'll keep my fingers crossed that somebody will come up with the perfect solution for you .......
May have found a workaround. On a review of the software on the net. There is an option in No Script to Whitelist certain sites "globally" so I tried adding the site to the exemption list and it has worked ! I can now see comments and hopefully add my own ! Fingers Crossed !
But doesn't that bring back the initial problem : the reloading of the page ?
If not, and both problems are solved now : then mark your own last post as 'Chosen Solution' !
It's actually only half solved the problem, I still get the main page refreshing but manage "sometimes" to get through the links on stories to see the comments and add my own, and once through the web page does not refresh, so not really a solution. Perhaps someone else can come up with a permanent solution?

I do use ad-block Plus but don't see how this will help my problem. The problem referred to in your link is an add causing the problem when I go into Ad-Block Plus and look at the "open blockable items" there are 40 or so of this particular web site "images", "style lists", "XML requests" etc. and I haven't a clue what to block !
I'm at my wit's end here - you have tried everything in the book (and then some) to no avail. (That included clearing the cache, right ?) And you are absolutely, 100% sure that it's not one of your add-ons that's causing this ?
By the way, you never mentioned the name of that website - would it be possible to provide a link to that site ? (If it's too personal, then never mind)
Yes I cleared the cache twice ! The site is the Daily Mail web site, I sometimes like to read the stories and comment but I am still having problems with it refreshing and sometimes I just manage to catch it right on the links and manage to access the stories and comments, but it is still causing me problems.
