What to do when bookmark backup won't restore?
The instructions for restoring bookmarks from a backup provide no solution if the backup fails. There's not even an acknowledgment that it might fail. I have a large bookmarks collection that is not syncing correctly. I was trying to force an update by using an explicit backup moved through Dropbox. But it would not load and replace the incorrect bookmarks collection.
There are no stated limitations on how many bookmarks can be synced or backed up. There is no access to interior state to gain insight into the fundamental nature of the failure.
It's not clear how best to proceed.

Have you tried to restore from the backups on your hard drive?
Restore Bookmark Backups
To open the Bookmarks Manager, press the Alt or F10 key bring up the tool bar, and select Bookmarks. Hot key is <Control>(Mac=<Command>) <Shift> B.
Once the window is open, at the top of the page, press the button labeled Import and Backup. Select Restore. From the list, pick the file you want and click it.
These can't get your data back, but will help in the future.

That procedure is exactly what I reported as failing. I get the failure report (a pretty useless pop-up), and don't see any alternatives nor documented limitations I might be violating.
You said you were using Dropbox and sync.
Have you tried using the other backups?
You can check for problems with the places.sqlite database (bookmarks and history) in the Firefox profile folder.

I have two instances of Nightly running, one on Windows 8.1, one on Windows 10. The one on 10 was a fresh install. I enabled Sync on both of them (since I wanted them to sync). The version of the bookmarks that showed up on Windows 10 is close to, but not the same as the original.
Since Sync failed, I tried exporting a JSON file, which I transferred using my Dropbox folders on each machine.
Selecting the JSON backup from the Dropbox folder during import resulted in the failure that produced little useful information.
