Thunderbird continually downloads all emails (All Mail folder) every time it starts, and as soon as the downloads are complete, it start downloading them again.
Thunderbird is often slow and will crash, freeze or be unresponsive. I though this was because of my old PC, but I recently purchased a new computer and I am still having the same issues.
And then I noticed that Thunderbird is continually trying to download all my emails in the All Mail folder (see attached screen capture).

I think you don't need to see the All Mail folder in Thunderbird. Why don't you unsubscribe it?
That is an interesting work around, but I do regularly consult my All Mail folder.
This is a work email address I have had for 9 years. I receive dozens of emails a day, and keep them all filed in many different folders. However, with dozens of projects going at the same time, I sometimes miss place an email or just can locate among by thousands of emails and it becomes simpler to just look through the All Mail folder, going by date (when I know on what date something was sent or received).
And this is often my solution as the search does not work very well in TB.

Ok, most users don't need to see All Mail. There are exceptions.
(But other email providers don't have an All Mail and we don't seem to need an equivalent feature in those accounts in order to be productive.)
How long have you left it idle to let it complete downloading All Mail? It might need several hours to get everything in sync. Thereafter it should just need incremental updates.
It has been download again and again since about March 10.
