May be stupid question, but is blocking autoplay the same thing as keeping unwanted video content from downloading?

No it is not.

Stopping autoplay stops videos playing automatically, and quite likely playing as a sequence of videos. That could be even worse for your bill than downloading.

If you download you will presumably choose to download something once only.

You have Flash Player installed it may be wise to set that to always ask so it does not try to play Flash Player clips and videos on every site where such content (including adverts) is offered. Possibly also consider some Flashblocker or script blocker.
