You can change the position of the scroll bar easily via a pref, but width and color changes are best done via the Control Panel > Display settings or maybe look for a theme or a user style for the width.
- Control Panel > Display: Appearance > Advanced
By the way, if you are the author of a website and you want to be able to change the scrollbar in the browser, then, no, that is not possible. (It might be possible with a signed script, but probably more trouble than it's worth...)
