i try and install firefox 7 and it wants to reboot to finish uninstalling a previous version but rebooting and restarting doesn't help

I am using windows xp and firefox will not install. I get an message that a restart is needed to complete the install of a previous version of firefox. Firefox is not currently installed but the install thinks it is. I have removed references to firefox from the registry and still have the problem, I checked with windows installer cleanup and it isn't there either
