Firefox hang for about 15 to 20 seconds while loading
Every time I start up Firefox, it hangs for 15 to 20 seconds. I've reset Firefox, reinstalled it, deleted the prefect files, turned off hardware acceleration, change network connection to No Proxy, disabled all plug ins and extensions, installed a different theme, disabled my antivirus and Firewall. None of this makes any difference. This started happening a few months ago. Might have been when I upgraded to Windows 8.1, but I'm not sure. I have the same problem with Chrome. However, Internet Explorer opens instantly. So I know there's something in the background causing this. I haven't tried rebooting into Windows Safe Mode, but I did read another thread from a user who was having the exact same problem and found that Firefox started instantly when booting in Windows Safe mode, which doesn't fix the problem. I haven't tried that yet.
I also tried disabling my network and Bluetooth devices with no change.

You could still give booting Windows in Safe Mode a try as you have this issue in multiple browsers.
Did you try to reset (power off/on) the router?
You can also do a malware check with several malware scanning programs on the Windows computer.
Please scan with all programs because each program detects different malware.
All these programs have free versions.
Make sure that you update each program to get the latest version of their databases before doing a scan.
