Cannot migrate Thunderbird profile directory due to "Can't read from the source file or disk." error on Windows 10, no bad sectors according to chkdsk

All files in my profile directory can be moved to a flash drive except for a single file INBOX, 5.16GB.

I've been able to migrate profiles before with no issues. Most things online attribute this to a bad sector on the hard drive. Chkdsk on windows 10 reported no bad sectors. I don't have any issues browsing the inbox associated with the file in Thunderbird.

I used a program called Roadkil's Unstoppable Copier which goes at the pace of a couple bytes per second (!) and tells me the file is corrupted.

Try to start Windows in safe mode with networking enabled. - Win10 http://windows.microsoft.com/en-us/windows-10/change-startup-settings-in-windows-10#v1h=tab01

Then try again to move Inbox. Does the problem go away?

I have Avira. I'll try it with Avira turned off in safe mode and see if that makes any difference.
