How do I get the address bar to go back on top. Classic Theme Restorer did not help. Is there a config setting I can use?

Weirdly, when I go into customization and exit out twice, everything is back to how I like it - from top to bottom: Address, Bookmark toolbar, developer toolbar, tabs - but it doesn't stick. I don't do anything in customization, just open and exit out, open and exit out.

Any help is appreciated.
