The encoding is Western and I need it to be Unicode. I change it but whenever I open email again the encoding reverts to Western. How can I keep Unicode permanently?

Sounds that the server sends the page with the wrong encoding because if the server sends an encoding then that prevails and you need to use the "Firefox > Web Developer" menu or on XP possibly "View > Character Encoding" in the menu bar is visible to change the encoding to Unicode.
If you have the orange Firefox menu button then you can set the browser.menu.showCharacterEncoding pref to true on the about:config page for easier access.

I don't know if there are still extensions to set the encoding that work properly in current Firefox releases, but you can have a look on the Add-ons site.
