If I upgrade to most recent Firefox version will I loose Identity Safe w/ Norton?
the last time I tried to upgrade firefox I lost my Identity Safe w/Norton. Is this issue still ongoing?

First of all, I have to remind you that the version of Firefox you are using at the moment has been discontinued and is no longer supported. On top of this, it has known unpatched bugs and security problems. I urge you to update to the latest version of Firefox, for maximum security, stability, performance and usability. You can get it for free, as always, at getfirefox.com.
And about whether you'll loose "Identity Safe w/Norton", if it's an extension, you just have to try it out, or ask Symantec about it. You can always revert back to Firefox 3.0 if you want, although that's not recommended at all, since Firefox 3.0 is not up to date and is not safe to use.
Also, make sure that "Identity Safe w/Norton" (if it's an extension) If it doesn't work with Firefox 3.6, maybe you can force compatibility. See this. If you have any questions, just ask.
As a side note, and this is a purely personal comment, I don't think "Identity Safe w/Norton" will improve your safety at all, if you're using Firefox 3.0. If it does anything at all (usually that kind of software is just marketing scams), it's slowing down your computer. Also, it's definitely and without a doubt preferable to run Firefox 3.6 without it that to run Firefox 3.0 with it. Right now, and in your case, I believe the best solution is to run Firefox 3.6 with it, but I don't recommend you let it keep you from updating to 3.6 if it's not compatible.

I want the old Firefox. This versions sucks if you can't use software such as Identity Safe if you want.
