Open Tabs drop-down missing after upgrade

I just upgraded to Firefox 89.0.2 from a very old version of Firefox and noticed that the Open Tabs drop-down is missing. This is the symbol that appeared on the far right end of the open tabs that allowed me to see all of the open tabs in a drop down list with the entire tab name showing. How can I get this back?

Current Firefox versions have a pref to make the Tab Manager "List All Tabs" button always visible (close and restart).

You can set browser.tabs.tabmanager.enabled = true on the about:config page.

You can open the about:config page via the location/address bar. You can click the button to "Accept the Risk and Continue".
