PDF preview in firefox broken for a LONG time (now FF 67)

When I click on ANY PDF link, the save or open in external editor dialog pops up. Even though I have selected "preview in firefox" in options.

Tried: 1. disabling all addons (safe mode) 2. refreshing firefox 3. deleted prefs-1.js 4. looked for user.js-not there. 5. reset all "PDF" settings in config. (Now open in browser wont work - note this did detect the same pdfs correctly)

Any ideas?
