Can I upgrade the ESR version of FF to the regular FF? If so, how? Or do I need to uninstall and reinstall?

Upgrading Firefox is usually not an issue unless you would update from a very old Firefox version.
It is best to uninstall the current Firefox ESR version to clean up the registry. Then you can install the current Firefox release (63.0.1).

Your personal data like bookmarks is stored in the Firefox profile folder, so you won't lose personal data when you reinstall or update Firefox, but make sure NOT to remove personal data when you uninstall Firefox as that will remove all Firefox profile folders and you lose your personal data.
