Thunderbird 38.5.1 will not let me change account settings for an existing email account

I need to temporarily limit the size of attachments that get downloaded when I check my Thunderbird email.

However, when I go to Tools\AccountSettings and click on Disk Space (or any of the other settings options for the account in question) I get a pop-up that reads "An account with this name already exists. Please enter another account name". It's as if Thunderbird thinks I'm trying to create a new account (which I'm not) rather than trying to modify the same account that I've been using for years without problems.

Any one have any ideas?
