can't reinstall thunderbird with windows 10 says I need to restart PC

I uninstalled TB because my VIPRE antivirus program would hang up when trying to download my email from my ISP. TB would also hang up. VIPRE gave me fixes which I did but now when I try to reinstall TB WIN 10 gives me a message in the TB install that I need to restart the PC to finish the uninstall which was done three days prior. Thanks Don
