Youtube HTML5 freezing/dropping frames then loading again

Hi

When I try and play any YT video at 1080p 60fps the video will become choppy and then freeze. After that, it shows the loading image/icon and continues to work for a short moment before repeating again. The audio will continue to play when its frozen or loading. It doesn't do this with 720p 60fps. I have updated video drivers, tried with no add-ons/extensions, disabled hardware acceleration, cleared cookies, cache, etc. If I download the video at 1080p 60fps and play it in VLC it will work fine. I'm running Windows 10 64bit, 8gb ram, i5 4690k.

Any Ideas?
