I want to have 'local folders' to have on my hard disk but I don't see how to make them.

every Thunderbird installation has a "local folders" . My guess is you have renamed it.

Go to Tools menu (alt+T) > account settings and scroll down the list of accounts. You are looking for an account with only "Junk settings" and "Disk Space" and further tabs. That is your local folders account.
