Firefox Sync is haywire: the browser on one computer takes precedence over the other.

I currently have Firefox Sync for my desktop PC and my laptop. For some unexplainable reason, the Firefox browser on my laptop takes precedence over the browser on my desktop. For example, when I first set up Firefox Sync, instead of transferring all of my bookmarks from the desktop to the laptop, it transferred all of the settings over from the laptop to the desktop--and since the laptop's Firefox was a fresh, untouched version, it completely wiped all of my bookmarks.

This time, because I was having some trouble on my desktop browser (Firefox hanging on some sites, etc), I decided to do a nice fresh Firefox restart. I got everything cleaned up on the desktop end oh-so-nicely--went through and installed only the add-ons I wanted. Naturally, that was the very moment that Firefox Sync started up... and instead of transferring the MORE CURRENT changes from desktop to laptop, it went the other way around, setting my desktop browser right back to the old troublesome configuration! To keep this from happening, I had to actually go to the laptop version and reset it first, then reset my desktop. What a pain!

I just want to know what's going on, and how I can stop these snafus in the future. I can't find any in-depth Sync options. I suppose I always assumed that "Sync" meant "most recent update to the browser takes precedence." Is this a bug or am I just misunderstanding something about Sync?

I am currently using my laptop, so that's the system information I supplied below. My desktop uses Windows 7 and also uses Firefox 39.
