thunderbird doesn't finish setup of new account - w8.1

I am setting up new windows 8.1 computer. Trying to set up an existing email account. Configure the account manually. Thunderbird accepts the POP3 and SMTP accounts, user name and password are OK. I hit retest, get a popup telling me that my account is not encrypted, I accept. This is the point thunderbird stops. The bottom of the home screen says there are no new messages on my server, but will not create the account. Any ideas. Linkysd
