Everytime I launch Firefox, it says " failed to locate WEBSTARTER.EXE file". What to do?

The dialogue box says " cannot locate WEBSTARTER.EXE". Then I have to paste the location of the FIREFOX.EXE file into the Target field under Properties of the Firefox browser. It then launches Firefox. However when I close all tabs and launch Firefox browser again the problem is the same. Again i have to change the Target field attributes. Confused! SOS :(
