When I check the Checkbox as in the picture enclosed, the next time firefox is startet, the check-box is empty. Firefox does not remember the passwords. I do sync over the account of firefox. The same problem is not only on my PC but as well on the tablet.

This is possibly a problem with the RoboForm Password Manager extension in case you use this Password Manager.

See: 

The behavior described by you is by design in Chrome and Firefox.
A user can disable RoboForm extension to enable the built-in password manager in the browser.
The user is intended to use either at a time, not both.
