Firefox ESR V31.8 makes http request before loading and starting up plugins. How to prevent that?

When Fx is closed and users click on a link in an email, we noticed that the FX sometimes makes the http request before plugins are loaded.

It does not happen every time, and I think it is related with the current load of the PC. It seems to happen more often on less powerful PCs too.

Is there a way out of this? Preventing Fx from making http requests before plugins start working would be the dream solution.
