Website shortcuts on desktop blank icons

Updated from version 36.x to 37, drag URL to desktop and get a blank page "icon" instead of usual shortcut with faveicon for the site. Fresh install of Version 37 does not, and never does, create

shortcutCache folder in user profile.

Problem verified on 4 separate PCs. 2 PCs using Kaspersky, 1 using Avast, 1 using Avira, so not AV related. 2 have Chrome, 2 have no Chrome, so not conflict related.

Pref file is set to default in browser.shell.shortcutFaveicons, true.

Very, very frustrating.

Is there a bug report number or link in Bugzilla? Totally clean install of today's release on a VM that's totally OOB state produces blank page shortcuts on desktop. That's really bad, should be high priority
