OS X custom keyboard shortcuts to menu items don't work

OS X allows you to create custom keyboard shortcuts to menu entries. You can do this via System Preferences -> Keyboard -> Shortcuts, and in the left panel, select "App shortcuts". Then in the right panel, you can either select a specific app, or you can simply select "All apps".

For instance I've got CTRL-CMD-Z mapped to Window Zoom, which on OS X means: in the Window menu of each application, select Zoom (i.e. "maximize window" in Microsoft Windows parlance).

This works in all OS X apps, except in Firefox. All it does, is flash the Window menu in the OS X menubar. When you actually open the Window menu by clicking it, then hit the shortcut, it _does_ work.

Anyone any idea what's the cause of this?
