Use Show All Bookmarks to open the Library window, then use Import and Export.

Click on "Show All Bookmarks" (prior to Firefox 4, "Organize Bookmarks") to open the Library window. In the menu at the top of the Library window you will see "Import and Backup"; there are 2 HTML options "Import HMTL" and "Export HTML".
