Hey, 

For your problem i think it could be that the user identity is outdated, especially if you've tried starting a stopped app pool and the next request again fails.

Try some other browser maybe they don't support us but to me i don't think this can be the case ,but just in case try some other browser. And even if that don't works which i believe it will not try contacting support section of your bank. I hope this helps.
