Nothing happens when I press Restore on the Restore Session screen. How do I get the web pages from a nested Restore Session?

Nothing happens when I press Restore on the Restore Session screen. The first tab in Window 1 (the only window in this Restore session) is a nested Restore Session (which likely has more nested, which I'll also want). I tried unchecking all tabs except the Restore Session tab, and still nothing. Lots of CPU usage for a little while after I click the button, then the Restore button grays out but no new tabs or windows are opened. How do I get the web pages (history) from a nested Restore Session?
