How can I turn off the flash installation popup?

I'm running a custom version of Firefox 3.6.13 which *has no flash plugin*. When I access some web pages I get a popup saying I must install Flash 9.0 or higher. I don't want to install flash. The web pages work fine for my purposes but I'm getting tired of clicking on the popup to make it go away.

Is there any way to prevent this popup? I'm quite willing to edit chrome.
