If you have the Firefox user interface (menu bar) in the wrong language or want to change the current language then you can get Firefox in the language of your choice here:

Uninstall the current Firefox version, but make sure that you do not remove your personal data.
Install the new Firefox version of the wanted language.

Until now, I was impressed about the skills of Firefox, but now I am disapointed. Why it is so complicated to change the language? I am romanian but I am not familiarized with the romanian translations of the softs , I prefere english on my desktop. I think this is a negative mark for Firefox and if you want to be in top, you must correct this. Best regards, Oscar from Romania

If you didn't uninstall the previous Firefox version in the wrong language then you need to change the pref general.useragent.locale to the name of the preferred language XPI file (e.g. "en-US" or "en-GB") on the about:config page.

I am dissapointed :-( This is the first time I am trying firefox. Upon download, I was taken automatically to install its Hebrew version. Well, I did not want it, I prefered to have my tools in English, otherwise I need to learn whole new terminology... OK, I installed the Hebrew hoping it will be easy to change it to English. The install was very fast, and browser responds good. But I cannot find in the option how to change the user interface to English. When I try to, it takes me to a complete new installation of the English version. Why do I need to reinstall the browser? What should I do with the Hebrew version? Leave it? Remove it? And when I try to install the English version it seems MUCH MORE time. Why?

Why didn't the installation asked me at first which language I prefer?

Hard to believe that, in our day in age when internationalization is so well understood and tooled, that Firefox requires a new download to change languages. This is a dropdead requirement in many use-cases. Come 'on guys .. wrong compromise.

Whilst the language pack option is OK it is not ideal as I do not want to change my locale. Many sites change their behavior depending on what locale your browser reports. E.g. Google search displays vastly different results if my locale is set to 'Japan' as opposed to 'U.K.'. How can I change the language without changing the locale?

This is easy. Just download your language pack here http://releases.mozilla.org/pub/mozilla.org/firefox/releases/latest/win32/xpi/ and install the pack. Then go to Tools, Add-ons, Languages and disable languages which you don't wont to use.
